Pretty neat; a nice benefit of phosphorescence is you eliminate any worries from the UV (though 395nm isn't that far in the UV). Some quartz phosphoresce nicely, I wonder if a window of finely ground/frosted quartz would do the trick. Plan-B; a finely frosted window impregntated with a phosphorescent dye.
Sorry if this has already been suggested, I skimmed the thread. Back when I was doing photochemistry with UV lasers (mostly 280nm stuff) we had quite a few fluorescent and phosphorescent targets we used.
