The solution might be a solution. From your experimenting with the tape, you have shown that you need a certain concentration of the dye but the system must also be thin.If you colored a clear oil with the dye and placed it between two glass slides, you would make a thicker layer that would be transparent and should also have good optical properities. Cover slips used on microscope slides are very thin and might work well to hold the colored oil between. If it works the slides could be expoxied along the edges to seal the system.
You might also try disolving the colored marker dye in an organic solvent like acetone or isopropyl alcohol and make up a concentrated solution, then dip a glass cover slide into it to form a even coating that would dry on the glass.
