Changes in requirements for access to the Swap & Shop forums

Starting today, the following changes will be instituted in all of the S&S forums:

1. New members will no longer have access to the S&S forums. Access will be granted when they have at least 30 posts in other forums and have been members for at least 30 days.

2. We are allowing a 30 day grace period for existing members to reach the 30 post minimum to continue accessing the S&S forums. However, no new ads (for sale, trade or wanted) may be started by those with fewer than 30 posts (moderator enforced). Existing ads will be grandfathered.

3. 30 days from now we will move anyone with fewer than 30 posts into the category of "new user", and they will not be able to access S&S until they reach the minimum of the new 30/30 rule.
