Gee Dan, you've been a busy guy buying up all those old refractors - are you starting a collection? 
That Tasco 10E should have a small plate on it describing its focal length and other such info.
Or, you could ask the guy to measure the tube and you could guess-timate the focal length???

Probably f/15 at around 1143mm. Those early Tascos had pretty good optics. Selling at $260 or so would be pretty close to top end I'd be willing to pay.
