What are those two extra small knobs on the left fork arm (see photo 3)?  Are they something to do with the duplex?  I don't have those on my Standard.

 

No pictures of the optics...  I've been burned, now I'm trying to pay attention.

Not sure. I wonder if he (or a previous owner) had a declination motor attached there.

The holes appear to be a modification, and the inside of the arm (where I look for the tell-tale paint scrap from a rotated tube and mirror bracket scraping) has another odd aperture or feature.

 

The Questar Declination drive (manual or electric) does not require this kind of mod.  But this would have no effect on operation, and would be readily fixed with Bondo and paint in a major restoration.
