Check your HBX plug pins and the pins on the mount to make sure there is nothing corroded or bent.  If you have access to another HBX I would try it to see if the same thing happens.  As well, if you have a computer hookup you could check to make sure it has no issues moving the mount.  Of course also check to make sure your power source is producing enough voltage to the mount.  

A reflash of the firmware is also an option if somehow being unattended so long it was corrupted.  My LX200 GPS 16" was in storage for over 7years and I had to reflash it to clear and correct faulty HBX controls.  

I've never seen this particular cycling problem with autostar HBX, so can't definitively say it's HBX or mount-internal.

Thanks to Carolinaskies but holding down the MODE button didn't accomplish anything.

Here is the sequence of events I am in, which is to say, in a loop.

One additional comment...once this loop has run its course I can press the speed key and select a speed. When I do that, it goes right back in to the loop.

 

So here are my questions:

(1) Can I reinitialize the system from this situation?

(2) Should I be looking for a fault in the Autostar II hand controller or in the mount itself?

The LX850 uses the Autostar II hand control, if you can find someone local to you and borrow one of those you can test to see if a different hand control results in the same results or corrects the action.  

Since you are getting a loop I don't think you'll be able to reinit the system through the original hand control though you might be able to do it with a borrowed control.  You could attempt a reinstall of firmware by hooking up a laptop and downloading the Meade updater if you don't already have it.
