The linked article said that is the amount being invested in building the plant which is to manufacture the satellites. Based on that article, it's not really possible to say if any of that money is actually going to be used for the materials and labor required to build any satellites, or if it's entirely dedicated to building the manufacturing facility.

I am in conflict about this. I do not, repeat do not want to see more satellites, in fact i would not be sad if i never see another. I also do not want to see what amounts to taxpayer funded and in some cases stolen technology used to do something that can be done otherwise just as well. 

 

So why is there a conflict. The conflict arises because i would very much like to see us adopt a true self driving requirement for all vehicles, trucks, buses, anything with a motor. I think a uniform technology and automation built in to the roadway would be better and cheaper, no more cars confused by off ramps or a change in the lane or shoulder marking. Satellites are an expensive and as those with dishnet know, unreliable method of communication. As your car approaches a tricky merge a thunderstorm blanks the satellite signal and... 

 

Also we have the possibility of ToyataNet or maybe NipponNet for all Japanese brands, and EuroNet and UncleSamNet and so on. The owners will sell unused bandwidth for ads and porn, and soon they will want more satellites. The end is nigh.
