I have a Celestar 8 with the declination motor but no drive belt:

 

 

Does anyone know what it takes? Is it an o-ring? Timing belt? Or am I missing a gear maybe?

I would go to the Nexstar site and contact Mike Swanson; he may know the answer.  If it were me, I would simply go to the hardware site and get a couple 0 rings which should work fine.  You might want to tie a string around the two pulleys to get a rough gauge on the size needed.  You will want O rings large enough to avoid the possibility of them stretching while operating and possibly two to of sufficient diameter to fill pulley.

I got a sample of O-ring sizes, and a # 133 fits perfectly and it works like a champ! Though the motor gearbox needs some lube...
