My guess is TAL - same mount as TAL-1, same paint, finder and focuser… though larger aperture. TAL was really Novosibirsk Instrument-Making Plant (NPZ) and if you look carefully you might spot a “makers mark” like that on the eyepiece in post # 6 of this thread https://www.cloudyni...-tal-eyepieces/

 

Does the glass in the eyepieces/Barlow/Finder have a yellow tint ?

 

There was another possible source though - Sovietski  -according to this https://www.cloudyni...-newtonian-r479

 

What is odd is the English label, implying it was built for export. It’s possible Sovietski was an outfit taking parts from TAL and slapping together a kit to sell to those bourgeois westerners for nice foreign currency - bearing in mind the collapse of the Soviet Union was only a few years before.
