Is that a Celestron Super C8? Looks like the owner glued on a mounting block.

I don't think that is glue.  The way it is frayed could be a piece of card-stock or cloth put there to protect the tube.

That's what I thought... some kind of material/fabric to act as sort of a protective gasket.
