Techniques for removing bright star haze from starless backgrounds?

I've come across this problem in a number of different images, and still trying to find a way to adequately correct it.  With small stars its pretty easy to clone stamp, or healing brush - whatever, to remove it, but for large areas that are also embedded in foreground nebula / dust, it can be difficult at best.

 

Anyone have their own techniques?  There must be some way to "dehaze" this to reveal the background much like the Lightroom dehaze filter, which doesn't seem to do much here.

I've always had good results from the photoshop spot healing brush, just have to adjust the settings to keep it from ruining what's behind the haze.

Craig from Utah Desert Remote Observatories has a good method for cleaning up this kind of stuff.
