If I may suggest, perhaps the wording needs to be updated then:
When you click the 'Notify Moderator' button this is what it says:
This form is to be used ONLY for reporting objectionable content and is not to be used as a method of communicating with moderators for other reasons.

Thanks! It is fine to use "Notify Moderator" when there is something that can be fixed by a moderator, including content in the wrong forum.

Question: if at some point I were to post pics I take with my cellphone to get feedback on how to improve my viewing quality, would this count as astrophotography or can I still post it here in the Beginner's Forum?

Only if the images would show an issue you have when visually observing through some telescope.
Its really hard though to get a meaningfull cellphone image of typical visual observing problems, so its super rare. Its much easier to verbally describe the issue.
