They are not. They provide power and communications for Celestron or third-party electronic accessories.

You mean, as an alternative to the USB port of the hand-controller for CPWI, ASCOM etc.? Yes, if the right accessory (HomeBrew Gen3, aka "HBG3") is plugged into any of them.
What options are out there to make practical use of these ports?
Celestron Focus Motor, Celestron Smart Dew Controller, Celestron StarSense AutoAlign or AutoGuider, SkyPortal WiFi dongle, HomeBrew Gen3, etc.
Has anyone ever ran cables through the mount to add power and usb ports where aux 3/4 are?
They already have power (+12V), and they already have a good use as portals to the mount's internal communications bus.
Does anyone have a wiring schematic on the electronics?
