The video is just a figment of the creator's imagination, I'm afraid. Simply turning off the electrical grid of the New York metropolitan area would not result in a sky anything like that depicted in the video. Light pollution is only one factor governing visibility of the heavens at NYC. I've personally witnessed the results of area and regional power outages in the area over half a century and note that the revealed skies looked nothing like those depicted in most of the scenes in that video. Short of returning the region to its 17th century state, you won't see such skies, or anything like them, return.
